Efficacy and safety increasing integrated monitoring and decision supporting system for NBC surveillance and disaster prevention tasks

Project description:

The aim of the research project is to work out a sensor network and information system to support the surveillance of NBC (nuclear, biological and chemical) weapons and sources of citizen-caused pollutions and the support of prevention activity. The collection and evaluation of NBC information in the NBC alarm,- notification- and surveillance system of the Hungarian Army is coordinated by the Chemical Information Center of Air Force Command. The efficacy and safety of the NBC surveillance depend primarily on the coordination of the NBC centres - including their subordinated teams - and the scheduling and reliability of measurements. Consequently, radiation, chemical and biological air surveillance must be based on careful planning, which demands the scheduling of corrective measurements on the surface and the coordination of other preventive or surveillance activities. Based on these, air NBC surveillance should be scheduled by a centralized method, and surface NBC surveillance should be performed integrated. The research, building on the competence and R&D experience of the University of Pannonia, contributes to the development of a system fulfilling the demands as mentioned earlier with the following sub-tasks:

I)          Sensor and measurement system development

The most critical success factor of unmanned aerial surveillance is the applicability of low-weight sensors with sound sensitivity applicable to self-driving vehicles (existing and introduced in the future). This sub-task aims to choose and test these sensors along with the development of the related measurement methods. It consists of two parts regarding the source of danger (we do not undertake researches related to biological weapons). These measurement data can provide useful information to the decision making preparation process of the Hungarian Military and Disaster Prevention Organisation.

II)        NBC Survey – Sensor fusion, environment state evaluation

NBC Survey is meant to forecast and define the nature and degree of pollution by estimating the borders of the polluted area.

To estimate the location of point-like sources of danger efficiently and forecast the expectable environmental and social effects, available ecological and operational information must be integrated. The research aims to develop applicable models in geoinformatics, data-, sensor- and information fusion methods and environmental evaluation projects. These models support the efficient and safe coordination of NBC surveillance and disaster prevention tasks.

III)       Decision making support of surveillance and prevention tasks with related skill improvement

The definition of NBC surveillance collects demonstration, identification, marking, reporting and sampling tasks. To improve the activities related to surveillance and disaster prevention, we are planning three research.

Firstly, the improvement and optimization of the hierarchical and integrated analysis-, planning- and management process. According to NATO principles, searching finds, analyzing determines the spread of the pollution. Primarily we are talking about pollution activity-dependent routes and zone surveillance.

The second one is for cognitive skill improvement, individual communication training, and improvement of a person’s physical and physiological state with tasks among exceptional circumstances. The goals of the NBC training can be found in NATO’s NBC training doctrine. Considering the improvement of competencies and skills, we plan to explore the applicability of state of the art equipment (augmented reality, eye tracking, training simulators).

The third is the virtual reality-based combat vehicle navigation using drone swarms. The project aims to produce a system that enables the driver of a combat vehicle to see the environment in 3D on a virtual reality display placed on the head or on a monitor.
